Proyek ini berfokus pada kebutuhan untuk memodernisasi konfigurasi penyulingan dan kemampuan untuk memproduksi lebih banyak bensin dan produk lain dengan mengubah residu minyak bakar menjadi produk yang lebih bernilai, terutama bensin dan solar.
